Giving someone a leadership position does not make him wise or right, there is a high risk that the leader will take wrong decision and harm subjects.
In 2016 Pakistan Railways leaders changed the dress code of coolies from traditional red shirts to green. The result was lost business for coolies, passengers could not spot them as easily as they could in red shirts. After the Pakistan government change in 2018, one of the first decision by the new Railway Minister was to change the coolie dress back to red. This was done on demand of coolies as they made more money when the dress was red.
When one of the coolies was asked on camera by a reporter “what favor coolies wanted from new government”, the coolie replied he only wanted change of their dress back to red, he did not want any other favor from government.
This is a good example of wrong miscalculated leadership decisions. Apparently in the above case Pakistan Railways leaders did not run any pilot to test the impact of decision on smaller scale and definitely input from coolies themselves was not taken. It seems they simply gave the diktat without bothering about the outcome.
